Hyderabad Electric Supply Company

Hyderabad Electric Supply Company was created on 23 April 1998, taking over from the former Area Electricity Board Hyderabad as part of the nationwide restructuring of WAPDA's distribution network into separate PEPCO-controlled companies.

HESCO covers the southern districts of Sindh — including Hyderabad, Nawabshah, Mirpurkhas and Badin — while Karachi itself sits entirely outside its territory, served instead by the privately owned K-Electric on a completely separate billing system.

What to review

Before you pay

  • Current and previous readings should make sense against the meter actually installed at your property, not just your memory of last month's bill.
  • Units belong in comparison with last month and the same month last year, not only with the amount you expected to pay.
  • Arrears should be traced back through your own receipts before you accept them as a new balance you owe.
  • Taxes, the FPA and quarterly adjustments can move the total even when your units look completely normal.
  • Your tariff category should match how the connection is actually used — this matters most for shops, rented units and mixed-use buildings.
  • The same charge shouldn't appear twice in one bill, and a payment you already made shouldn't still be sitting in arrears next month.

Where the HESCO bill amount comes from

Fuel Price Adjustment (FPA)

A variable monthly charge NEPRA approves to reflect real fuel costs. It can add to your bill or shave it down, and it moves independently of how much you actually used.

Quarterly Tariff Adjustment (QTA)

Reviewed every few months instead of monthly, this covers capacity, transmission and distribution costs spread across all consumers in the region.

General Sales Tax (GST)

A federal tax applied to your electricity charges. It rises and falls with your bill total rather than sitting at one fixed rupee amount.

Electricity Duty

A provincial tax charged on the units you consume — the more you use, the more duty you pay.

TV Fee (PTV)

A small fixed monthly charge collected for Pakistan Television. It shows up on domestic bills whether or not anyone in the house owns a TV.

Meter Rent / Fixed Charges

A flat monthly amount for the meter installed at your property, charged separately from your actual unit consumption.

HESCO bill questions

Does HESCO cover Karachi?

No. Karachi is served by K-Electric, a separately owned company on its own billing system. HESCO covers the southern Sindh districts outside Karachi, such as Hyderabad, Nawabshah, Mirpurkhas and Badin.

What's the difference between HESCO and SEPCO?

Both cover Sindh, but HESCO is responsible for the southern districts around Hyderabad while SEPCO covers the northern districts around Sukkur.
